Canadian High Commissioner Benoit-Pierre Laramée emphasized the need for strong institutions and rule of law not only to protect the rights of the media but for democracy in general. He said that the lack of strong laws and institutions creates an environment of uncertainty which leads to auto-censorship of the press. He highly commended the forum for providing a platform for open discussion among high-ranking participants.
